In response to these troubling reports, a coalition of immigrants’ rights groups, including the American Immigration Council, the American Immigration Lawyers Association, and the ACLU Immigrants’ Rights Project, has filed a complaint with the Office for Civil Rights and Civil Liberties of the U.S. Department of Homeland Security, as well as with the Office of the Inspector General, another DHS oversight office. This complaint alleges the disturbing practices of CBP agents, who appear to be flagrantly violating the law, and urges these oversight departments to immediately investigate these allegations of misconduct. It also points out the legal responsibility of the United States to allow noncitizens who present themselves at the border or a point of entry to apply for asylum and other forms of humanitarian protection. The Women’s Refugee Commission, along with the same coalition of organizations, also has requested a formal hearing before the Inter-American Commission on Human Rights.
