In early February, the city of Alameda, CA , unanimously rejected a proposal to enter into a $500,000 contract with Vigilant Solutions for the purchase of license plate reader technology. More specifically, Vigilant would provide the city with 13 fixed-location license plate readers, which would supplement the four mobile readers already mounted on city police cars. All information gathered by these readers would be sent back to a database maintained by Vigilant, which many other agencies may access, including some 3,000 other law enforcement agencies. Vigilant’s database is the largest single database of its kind that contains license plate-derived information; the database captures as many as 100 million license plates per month. Vigilant recently sold access to its nationwide database to Immigration and Customs Enforcement (ICE). The city of Alameda did not wish to be affiliated with this company, in show of solidarity with its immigrant population and in support of its decision to declare itself a sanctuary city, which limits the ability of local law enforcement agencies to cooperate and share information with ICE. License plate readers collect sensitive location data, including where individuals live, work, and visit. Under Vigilant’s proposed contract, ICE would have the ability to access all of the information taken from the license plate readers, including that collected by local law enforcement authorities and other private sources.
